Fix the document upload issue in the Media Picker and apply the updated Media Picker across the entire app to ensure consistent and reliable document uploading everywhere.

The PDF auto-upload functions in the insurance tab but not the registration tab, and car images are handled by @Ali Akbar ; PDFs display correctly when navigating back from another car in the view because they are set as local files, not URLs.
